Raises some interesting issues about the use of vignette tolls. I have sometimes wondered whether it would be possible to make foreign lorry drivers, for example, pay for a vignette to use the UK road network. However, I guess that this ECJ judgement might indicate that would not be possible? (At least whilst we remain in the EU.)

It appears from the article the issue is not the vignette.

As was the case in other countries that have adopted them, there needs to be vignettes of different lengths so usage is more pro rata.

Foreign truck drivers do pay the HGV levy https://www.hgvlevy.service.gov.uk/ even ROI trucks passing through NI.
For some reason, this does not seem to be well known, you often read of freeloading foreigner trucks.
