It's the E62, which runs from Nantes to Genoa, and this is what RCEA is about fixing. Surely that's what the A28 is for? Traffic to Toulouse from Le Havre must be pretty minimal, even to Barcelona it must be minimal difference compared to going via Clermont-Ferrand

The A28 is fine if your destination is on the A10. If you want to get to Limoges and beyond you're going to have to either use the N147 or dogleg via Orleans to pick up the A71/A20.
The Grande Contournement de Paris which is slowly evolving will solve the Le Havre etc problems fully but that still leaves a blatant gap on the separate RCEA corridor, which is the N147.

That would definitely explain the A20 and A75 (barring Millau) being toll free. The parts of France with little or no tolling appear to fall into three categories.
