Anyone know what this sign would have meant?

My guess is that's an "eroded" version of this Indian sign:

This thread hasn't seen any activity in the past two months, but I think that I have correctly identified the sign in the image.

This sign is common in that part of Asia and, as with the aforementioned Indian sign, means 'Horn Prohibited'.
