In an urban area, there are surely even more reasons why you might not be doing the maximum permitted speed.

Well, not quite, as it now pushes back the decision to the Departements. If the limit varies across departmental borders 90 signs will be required at every junction where roads with a lower limit join a road with a 90 limit and this will number in many thousands. Under a national default limit such signs aren't necessary.

It’s issues like this that make you realise what a faff there would be if politicians tried the same thing over here. There has been talk about reducing NSL from 60 to 50 in Scotland, for example.
It’s also a stunning example of failure. Does an extra 10km/h really make that much difference to road safety?? Probably not when offenders are probably doing more like 50k’s (or more) over the limit.
