If it was a ghost junction, it would be a very tight one, like M50 J3 or M4 (or A404(M)!) J9A

It's likely to be one of the smaller motorway compounds which can be used for storage.

Re: Strange Thing on M5
I used to pass something similar on my way to work in Watford, on the M1 between junctions 6 and 5. It looked more like a side-road than a layby and lead into a large empty field.
Every morning I'd get on the M1 hoping to see a tractor waiting patiently to pull out.
