After seeing the list of counties which don't have any motorways, I couldn't help but wonder which counties don't even have any Dual Carriageways, as in, dual 2 lane roads. I put forward Ceredigion, Pembrokeshire only just escapes the list with a very short section of D2 in Haverfordwest. Tapers don't count.

A short stretch in a town e.g. an 'avenue' as opposed to a 'road' can be hard to detect.

A quick glance suggests Shetland, Orkney, Caithness, Sutherland, Argyll, Bute, Kirkudbright, Peebles, Selkirk, Roxburgh but there may be some subtly (or not so subtly) hiding.

Ross and Cromarty has the section of A9 from Kessock to Tore on the Black Isle.

Almost added Clackmannan but there is a short stretch just to the east of Alloa

Argyll has a very short piece of D1 on the A85 at the Corran Halls in Oban, and the famous D1 on the A848 on Mull. There is also Hall Street in Campbeltown which is sort of D2.
The A75 is dualled in both Kirkcudbright and Wigtown shires.
The approach to Dounreay in Caithness is dualled, but not sure if it's a public road, so may not count.
The approach to the high school and leisure cane in Aberystwyth is also dualled, but again it may not count.

Yes, found the Wigtownshire bit east of Glenluce. Not yet found the Kircudbright

If I remember correctly, the county boundary skirts the western edge of Dumfries, so the dualled bit of A75 a couple of miles or so west of Dumfries is in Kircudbrightshire.

Roxburghshire is debateable. Is this a short D2 or a very long traffic island?

If you're thinking of the A907 that's actually D1. However, there is short stretch of D2 in Alloa town centre.

I'd say it is. There is a very similar situation on the northern end of the Cardigan bypass, and just before the carriageways merge, there are "Dual carriageway ends" warning signs.

Doesn't matter, Medina Way in Newport means it doesn't qualify anyway.

There can't be many duals in Powys?

It is a county in its own right, but I'm afraid it has a stretch of d/c in Newport.

I'm struggling to find a d/c in Radnorshire.
Also can't think of any in either Nairn or Banffshires, although the former is obviously getting a bypass in the next 5 or so years.

I already mentioned Fermanagh, which must be the only one in NI, but if we step over the border there must be quite a few on the western edge of the RoI. Places like Kerry, Mayo, Cavan, Leitrim, Roscommon ...

A small bit of the Tralee bypass is D2, so that's Kerry out, I think the dualled N3 just gets over the boundary into Co. Cavan, and a bit of the M6 nudges into Co. Roscommon. I think you're right about Mayo though, that's almost a textbook definition of "middle of nowhere".

Hmpf, that's a shame .... I thought I was onto a winning run there!

I deliberately omitted Donegal because of the short section outside Letterkenny, and Sligo because of the section into Sligo.

I think Leitrim qualifies, though.

I imagine that in England, we'd have to be dropping down to Non-metropolitan districts to find local authorities without any, and even then we may struggle.

I would doubt that there are any historic counties or Highway Authority areas in England that don't have a reasonable amount. Even Westmorland and Rutland (who you'd think would be the prime candidates) have M6 and A1 respectively.
