It's common for weight and width restrictions to be signed in advance with blue signs, which is probably why that one is. Or is it blue because it's adjacent to the M11 onslip, even if it refers to the A14 and there's no way to get onto the A14 once you've joined that slip?

I had a similar situation when I was cycling away from London on the A30, hit roadworks, and then encountered this: Now, there is a legal exemption from motorway traffic regulations for the purpose of complying with a road sign - but a diversion sign is just a direction sign, at the end of the day. Couldn't speak for the law, but the left turn here is just anti rat-running and to improve junction flow. There's a legal left turn one junction up the road. The road is two-way, and the lights are one phase at a time, so it wouldn't be a particular hazard to turn left, although the corner is fairly sharp and very much sub-optimal for anything with a long wheelbase to try turning on.
So maybe this is even a legal arrangement if the traffic signals are covered up (for cars/vans), but it certainly doesn't make any sense if they aren't.
