can you help me please
hello there ladies and gents, i am seeking the location of a streetlight / lamp for a project at college .
ive been set a challenge of finding it and making my way there for a photograph so i am seeking your help all i know is its number at the location is DL357 and its next too DL356 and i believe its some kind of tunnel or underpass i was set a challenge of finding BL232 .. and i found that it was located as you can see from the picture down a cyclelane/footpah that went under the a50 so can you tell me what BL and DL mean please?
and can you tell me where DL357 is please . if you cant you have my permission to forward this email on and its content so i can get further help

It would be helpful to know where in the world you are!
The screenshot you posted shows the A50 Derby Southern Bypass, so presumably you’re in Derby?
Unfortunately the letters probably don’t mean anything in particular. They may refer to a specific section of road controlled by a highway authority, or they may refer to a type of asset or location (eg lights on a footpath, or a footbridge, or high mast lighting, etc). Different highway authorities each have their own system and none of them publish details of their systems online.
If you found one of these numbers in an underpass below the A50 that suggests its a National Highways asset and given the other number is in the same format it is probably also on a National Highways road nearby. In Derby that puts it on the A6, A38, A50 or A52.

Given that the chances of anyone here knowing where one maintenance label is when you consider just how many there are across the UK and Ireland, and you say it's within the responsibility of Leicestershire County Council, have you considered sending an enquiry to their Highways department?
Their contact information is almost certainly on their website and they are almost guaranteed to know.

Most councils, including Leicestershire, have online maps showing all the streetlights in their jurisdiction with the asset numbers. This may be useful to track down the actual one you are looking for.

I'm not sure why this is getting so many negative responses. It may be better on the quiz forum, but it's an interesting question.
Having had a look about, it seems that Leicestershire use a simple sequence starting from 1 on each road - so it doesn't sound like one of theirs. If you go to report a fault on their site, there's a map which shows all the lights, and quotes this number plus a much longer "asset number" which seems to be an internal reference. Notably, it doesn't show any lights on the underpass or approaches where the first picture was taken, which would seem to confirm that it's not Leicestershire Council.
It's a long way from the boundary, so seems unlikely another council maintains it in some kind of cross border arrangement. And there's nothing around it for it to be privately owned. Which only really leaves National Highways. Their labels seem to use a wide variety of formats - the A42 seems to use motorway style distances, while the A50 has long numeric labels, and the A453 has cryptic alphanumeric codes. So it's certainly possible it's one of theirs. In that case, you're looking for an underpass under a trunk road. That style of light wouldn't normally be used on a road, so it will be a pedestrian (or pedestrian/cycle) underpass. And given the graffiti, I'd guess an urban area.
Unfortunately that doesn't narrow it down that much - assuming it is in Leicestershire as you say, that leaves the M1, M6, M69, A14, A42, A46, A50, A52 and A453.

From a quick blast on Google Streetview zooming in on various street lights around Derbyshire I learnt this:
Most towns lights have simple numbers. You can actually use Derbyshire Councils website to find out what they are via the map.
Leicestershire Council lets you use a map to pinpoint streetlights but they only have numerical codes.
In Derby city they have a method: Light Columns start with LC, Bollards at roundabouts have BD on them and Traffic Signs are TS!
A38 lights are AL
A50 has T or uses A50 plus other numbers below. BL is used near the M1 junction
A52 light codes are LC
DL is used on the A516 where it meets the A38

The only subway I can see on the A516 is here - I wonder if that's it? I can't find any photos of the inside unfortunately.

Just had an email through my website from a prominent Derby-based streetlighting enthusiast, who has offered this answer to the question:
I'm fairly sure that it's in the underpass under this portion of the A516 near Etwall in Derbyshire: https://goo.gl/maps/7xy3qdPCioVw5s9Z7 . The fittings are just visible in this image, on the left-hand side of the underpass wall: https://3.bp.blogspot.com/-xbk6h9DjSSI/ ... /Burt5.jpg . I walk that way quite frequently, and I'm sure that I've seen the DL357 maintenance number applied to one of the fittings along there (DL = Derby Light, possibly?). None of these lights has worked for years, although I believe that the cabling infrastructure remains in place - there's a feeder pillar on the nearby junction at Ashe Lane, which I think was the supply point for these.

I noted the Derby Spur was prefixed H, so I suspect the first letter is the supply (or perhaps area, as Nick mentions) identifier and then the 'L' is for luminaire (or similar), 'S' is for sign and 'P' is for pillar.
The one that stumped me was the old columns on the A50 E/B to M1 N/B slip being marked 'MJnnn', they busted my theory somewhat!
This Lucy pillar marked up 'DP15' isn't far from the underpass mentioned in Chris' email, so DL for that area fits.
Edit: Presumably this one is the pillar actually referred to in Chris' email, it's a bit blurry but it looks to me like it's labelled up as 'DP14'.

Cracking the Code: Derby roads and light numbers
AL = A38
BL = A50 near M1
CL = A6 Raynesway
DL = A516
EL = A52 (M1 to B6003)
HL = A6 Alvaston Bypass
DY = A5111
The possibility therefore exists for a road in Derby to have FL or GL numbers. Is it possible that the order is date related according to when each road got built or upgraded?
