They recently completed the M12 in Russia and have decided to extend it.
For context it is a new motorway and there was talks of extending it to Mongolia, but I can't find a proper source for this.

Also I should mention any road number can be any road, for example an unclassified and unnumbered road can be a motorway.
For example the R176 is a high quality Expressway in the souoth (built to dual carriageway standards) but until the rest of was nothing more than a dirt track until 2011.

... the stretch from Moscow to Kazan' is already open (construction started 2021), Kazan' to Ekaterinburg will open at the end of this year, and E'burg to Tyumen' in 2025. That's 1600 km in four years. Meanwhile we still have a hole a few hundred metres long in the E6 that Trafikverket is still looking into...Строительство трассы начато в начале 2021 года. Участок Москва—Казань завершён в декабре 2023 года, участок до Екатеринбурга завершат в конце 2024 года, а полностью движение до Тюмени планируется открыть в 2025 году.

I have the feeling, from what I've read, that the Russian government views that sort of question as the problem of the Central Bank. The Central Bank exists to make the economic reality align with the government's wishes
