The B2148 is a short urban B-road in southeast Hampshire.
Originally the route started on the A3 in Horndean then headed southeast across Havant Thicket to meet the B2149 at Red Hill. However, this section is now numbered B2149 (the change had occurred by 1935) and so the B2148 now starts at Red Hill, at a mini roundabout.
Continuing southeastwards, the B2148 goes over the Portsmouth Direct railway line then through Southleigh Forest to reach Emsworth. It meets the B2147 before going under the A27 bypass and the West Coastway railway line immediately afterwards. It continues through the town along North Street to its termination at a mini roundabout on the A259.
