The B4004 was the original number assigned to what eventually became part of the Newport Southern Distributor Road.
Ringland Way Industrial Road was opened in February 1964 per the Wales 1964 Report, with an extension of Spytty Road in the pipeline. It first appeared on maps in 1967 and was was quickly upgraded to Class I status, appearing as such on maps the following year. Having already adopted a twice-defunct number, it became part of the A455, adopting the number of a defunct road in the Midlands.
The majority of the road has now become part of a rerouted A48.
