The B4238 was a short link road in Newport city centre.
The road is described in the 1922 Road Lists as Newport (Dock Street (part), Emlyn Street (part) ). As such, its route connected the A48 with itself; that road followed Commercial Street and High Street before crossing Newport Bridge.
Following the route of the B4238 is not easy. Emlyn Street is here now called Emlyn Walk, which leads into a shopping centre built on top of the central section of Dock Street. The part of that road which still exists to the north is now Upper Dock Street.
Later maps suggest that at some time, the B4238 took over the old route of the A48 whilst that road was moved on the newly built Kingsway.
Both routes of the B4238 are now unclassified and largely pedestrianised.
