The B4591 runs along the pre-bypass route of the A467 north of Newport. It gained its number in the late 1980s.
It begins at the Chepstow Road/Wharf Road Junction in Maindee, Newport, and runs west along Chepstow Road and Clarence Place before crossing the River Usk to reach the city centre, along what was the A48. After a roundabout GSJ with the A4042 it continues along Queensway, Bridge Street and Caerau Road to reach the original southern end of the A467 then follows Stow Hill, Risca Road, and Glasllwch Crescent to meet the M4 at junction 27.
Our road continues westbound through the outer suburbs along Glasllwch Crescent, Highcross Road, Cefn Road and Risca Road, crossing the city boundary between Rogerstone and Risca. It continues through Risca along Newport Road, Commercial Street, Tredegar Street, St Mary Street and Cromwell Road. At Crosskeys the road turns northward as Risca Road and then continues as High Street, Twyncarn Road, Newport Road, Commercial Road and High Street before merging back into the A467 proper at Abercarn.
There are several spurs of the B4591 returning to the A467 at Rogerstone, Risca, Crosskeys, Pontywaun and Abercarn, meaning that the road would never be used as a through route.
