The C21 maintained by Cambridgeshire Council are older roads within the town which were originally classified as A47 in the 1922/3 road lists and later the A1101 before the present relief roads were built within the town.
It starts with a link between the newer Churchill Road (A1101) and its former self (C22). It multiplexes with the C22 along Church Terrace before parting ways and running parallel to the C22 along West Street (which is clearly an early re-routing of traffic along the backs of the shops and buildings on Norfolk Road). It then shadows its bypass, the A1101, until it reaches the C309 at Weasenham Lane.
