The C22E is the 'ring road' around Elgin. On the south side of the city, it is an inner ring, with an outer ring using Glen Moray Road and Thornhill Road. The C22E starts to the west of the city centre, and heads south from the A96 down Wittet Drive, crossing the B9010 and then turning east alongside the railway on Wards Road. This leads to the A941 by the station, and after a short multiplex, the C22E resumes to follow Masiondeu Road back to the A96. It then continues north along Pansport Road and Lesmurdie Road to meet the A941 once more at the north edge of Elgin.
The south west corner of the C22E has been a controversial piece of road in recent years, with Moray Council keen to construct a new crossing of the railway at the south end of Wittet Drive, to connect with the end of Edgar Drive - the road through the retail park. The residents fought hard against the plan, claiming increased traffic would destroy their community, and the plans have since been put on hold.
