The C23 starts at a bend on the B951 alongside the Loch of Kinnordy to the west of Kirriemuir. It continues west, climbing the Kaims of Airlie, a ridge on the northern edge of Strathmore, before dropping down towards the River Isla. Turning southwards along the river bank, the C23 crosses the A926, and continues past Ruthven House to reach the C22.
