The C28 maintained by Cambridgeshire Council a couple of urban streets in Wisbech; it starts on the B198 and heads along Somers Road (a one way street in a south-westerly direction). It then splits into two, with Somers Road continuing as a two-way street straight ahead, where it ends at a corner with the unclassified Coalwharf Road. The other split is Queens Road, a mainly residential street heading south, which itself ends at the unclassified Victoria Road.
The initial section along Somers Road and Queens Road is the former B1171 and together with Victoria Road (formerly the B1170) provided access to the railway station, which has subsequently closed.
