The C28 starts on the A91 at the Bow of Fife and heads north at first, turning north west to reach the A92. Crossing the main road, the route passes through Letham, turning west on Monimail Road to Monimail itself. Heading south west now, the route continues to Collessie, where it splits. The main line continues south west to meet the B937 at the Trafalgar Junction, whilst the spur heads south east to meet the A91.
