The C39E is Elgin's High Street, despite part of it being pedestrianised. It starts at the west end of the city centre on the A96 / A941 roundabout, and runs east into the centre. The route includes the pedestrianised section either side of the church, and then continues onto South College Street. This street is open to traffic, initially one-way westbound, swapping to one-way eastbound at Glover Street. The C39E then ends on Greyfriars Street, just short of the A96 roundabout.
