The C428 starts on the A368 in Ubley, and winds through the village on Squire Lane and The Street. It is not clear if all of The Street is included, linking back to the A368 or not. The mainline turns left onto Snatch Lane opposite the church, to meet Bickfield Lane. Here a spur (or perhaps the mainline) runs east to meet the B3114. The main route, however, turns left and wiggles around the east end of Blagdon Lake, apparently turning right up Awkward Hill, and then left onto Butcombe Lane, both junctions being awkward turns! Another right turn into Nempnett Street, and the route heads north, continuing along the long protrusion of the council area into North Somerset, before finally reaching the council boundary near Lulsgate. The olast section, beyond the crossroads with the C426, Kingdown Road, is now a dead end, and it is not clear if it still forms part of the route or not.
