The C46 starts at the roundabout on the A92 near Arbroath Harbour. It heads east behind the dock, following Shore and John Street, before turning north onto West Newgate Street. This leads via Hill Place onto Ponderlaw Street, and so Seaton Road as it works its way out of the town. Running across the hill between the coast and the A92, the route then drops down to a sharp bend at Boghead. This leads to the crooked crossroads at Cotton of Inchcock, where the C45 is crossed, and soon after the route comes to an end on the A92 at Inverkeilor.
The council list specifies that it meets the main road to the east of the village, but as the village lies to the east of the road, it is not quite clear where the end point is. It probably means, however, that the former line of the A92 through the village is now part of the C46.
