The C648 forms a strange collection of roads in Tyrone's southern borderlands. The route heads north from the B45 in Caledon and eventually reaches the B128 on a bend at Tennagh. However the route also includes a link between the A28 at Cullagh and the B45 at Dyan meeting the main line of the route at a crossroads. Additionally the route includes a road heading west towards the A28 at Crilly where the A28 is met after a TOTSO.
