The interchange was built in June 1983 at the northern end of the 1.5 km Santry Bypass, which was then designated the N1. The road then ran west from this interchange to the original N1.
The Dublin Port Tunnel opened in 2006, with its portal situated just to the south of the interchange, with traffic emerging under the interchange. The former Santry Bypass section, now over the tunnel, became a regular S2+1. The Port Tunnel and the section of the M1 south of of the M50, was designated as the M50. This means Coolock Interchange is now J2 of the M50.
While the ramps and road underneath have changed several times, the road over Coolock Interchange remains much as it did in 1983.
The interchange was included in every plan for the then-proposed M1 motorway, except for the very last version which advised that it wasn't needed. This version was produced too late to be carried forwards.
