A Direct Labour Organisation, frequently referred to as a DLO, is the in-house contracting arm of a local authority. In the past, almost every county council, and many boroughs employed their own workforce to undertake every job under the councils powers, however with tendering being introduced in the 1990s most authorities found it cheaper to use outside contractors in place of employing their own staff and owning their own equipment.
