Description:cut-off and depressing (1)

This is a council estate road. the cut off lights are retrofitted onto the old columns. This has resulted in dark patches on the road, despite the lamps being upped to 150w SON. So now there is light bouncing off the road, creating light pollution (thus negating the cut-off 'feature' of the lanterns) and more energy being used. There is ZERO light shed beyond the footpaths which makes this road very depressing and foreboding. recently vandalism and nocturnal crime has increased... not hard to see why!
