Description:What's the point?

What is the point in these signs notifying road users that they are leaving the 20mph zone and entering a 30mph limit in Highbury, Portsmouth, when the 30mph road is closed off to motorised traffic with concrete bollards? Maybe the speed limit is for cyclists. To further question the necessity of the signs, I think the road on the other side of the bridge will become 20mph, if it hasn't already.
