The Southbound lane is on a new section with a big tunnel, meanwhile northbound goes over the old section while their tunnel is built. A bit like the A1(M) upgrade, only bigger.

Queues are also common in my experience on the autostrade, as here on the A1 (the main route from Milan ultimately to Naples) near Parma.
