Using traffic volumes (1987 are actual values, rest predicted) this gives widths for each strech between junctions. c-d lanes were preferred to D5M, and I suppose could have even got to Q4M, however it doesn't say. Note that in 1987 j13 to 14 needed more than D4M, which it only got 18 years later.
