Well this scan from a 1988 'Reader's Digest' Road Atlas has the tell tale blue dashed line to say 'projected motorway'.

This sign holds the record for the longest distance in miles signed to any place in the UK (London 183 miles). [Thanks to Peter Edwardson, I think - do confirm/correct if you know for sure.]

A pedestrian underpass allows walkers from Brinnington Road to easily cross the Portwood roundabout to Great Portwood Street.
