The Infrastructure Act 2015 is legislation introduced by the Conservative - Liberal Democrat Coalition of 2010-15. The key area of the legislation is the introduction of a strategic highways company to replace the Highways Agency and introduce a more independent and forward looking company to manage England's Strategic Road Network.
Highways England, the new company, took over and replaced the Highways Agency on the 1st April 2015. The Office of Rail Regulation's responsibilities were extended to include the regulation of Highways England and was subsequently renamed the Office of Rail and Road, and Passenger Focus, the rail passenger watchdog, became Transport Focus and became the watchdog for both rail passengers and road users.
