LTN 1/94 (or Local Transport Note 1/94) is guidance on the use of information on directional signs. It was written to explain to traffic sign designers the new Guildford rules and changes to Regional and Primary Destinations. In the absence of the long anticipated Traffic Signs Manual Chapter 2, this is the key document for matters relating to what is put on direction signs.

Understanding Guildford Rules

Primary Destinations are the key target destinations that are shown on direction signs along the motorways, principal road network (A Roads) and other roads. These destinations are important key points along a motorway or principal route and are used in combination with local place names that are defined by each local highway authority. Primary destinations will appear above local destinations on direction signs due to a furthest first rule in the design guidance and will generally appear a closest first on route confirmatory signs.

When designing signs, there is a subtle but distinct difference between a panel and a patch. A panel refers to a collection of destinations with road numbers (when applicable), and a patch simply refers to a route number.

In addition to the Primary Destinations, there are a number of Regional Destinations authorised for use by the DfT, these are, The NORTH, The SOUTH, The WEST, The NORTH WEST, The NORTH EAST, The SOUTH WEST, The LAKES, The MIDLANDS, NORTH WALES, SOUTH WALES and SCOTLAND. Regional destinations always appear in the format shown. The NORTH WEST is that part of England to the west of the Pennines, The NORTH is that part of England to the east of the Pennines.

Scottish routes sometimes refer to The NORTH and The SOUTH, with a solitary appearance of 'England' at Gretna on the A74(M), along with 'South West Scotland' signed down the A75 spur.

All places are listed as per LTN 1/94, and refer to the administrative areas of the time when the document was drafted and may not reflect the county or administrative area that the place is located in today.
