Policy Planning and Framework for Roads

The Road Development Plan for the 1980s was Ireland's first major centrally co-ordinated programme for the development of the national road network.

It was announced by the government in May 1979.

Backdrop

Ireland's road network was relatively poorly developed at the time, as its sparse population and economic issues meant there was no need or funding for an inter-city motorway network like Britain was building.

As a result, major routes were littered with bottlenecks, especially in urban areas. A major study took place to examine the issues with the road network across the country. As primary routes were managed by county councils at the time, it was very rare for any study to take a look at the country's road network as a whole.

The new roads and improvements proposed in the plan are listed here.

The plan did not state which of these roads would open as motorways; it only said if they would be part of the primary route network or not.

County councils, who were responsible for delivering new road schemes, had already been encouraged to consider opening new bypasses as motorways.

Dublin Area

Unlike most of the rest of the country, Dublin had already carried out several major traffic studies, and had a network of urban motorways planned. However, Dublin Corporation had vowed to review that plan, because it was too expensive and too destructive.

The Road Development Plan acted as that review. Some of the Corporation's plans were therefore missing from this announcement, and were postponed indefinitely.

Successor

The National Development Plan ("Building On Reality") was announced in 1984, and called for a review of the progress made with the Road Development Plan. A new Policy Planning and Framework for Roads was published in 1985, which outlined the projects which still needed to be delivered.
