Aylesbury

The Aylesbury Eastern Link Road (Option A) runs on a north-south alignment from A418/Hulcott Lane junction to A41 at the planned Aston Clinton Road MDA, connecting with the A41 at a new junction in the vicinity of New Road (route corridor 5). The route would improve road network performance and better traffic distribution in the east of Aylesbury, relieving existing congestion issues on key parts of the current Aylesbury road network including the urban section of A41 Tring Road.
1b Aylesbury Eastern Link Road (ELR)

Southern (Option B)

The Aylesbury Eastern Link Road (Option B) runs on a north-south alignment from A418/Hulcott Lane junction to A41 at an improved Aston Clinton bypass roundabout (route corridor 1). The exact route could be varied through combination with scheme 1c. The route would improve road network performance and better traffic distribution in the east of Aylesbury, relieving existing congestion issues on key parts of the current Aylesbury road network including the urban section of A41 Tring Road.
1c Aylesbury Eastern Link Road (ELR)

Southern (Option C)

The Aylesbury Eastern Link Road (option C) is configured on a north/south alignment from A418/Hulcott Lane junction to the A41 at the College Road North interchange on Aston Clinton bypass (route corridor 7). The exact route could be varied through combination with scheme 1b. The route would improve road network performance and better traffic distribution in the east of Aylesbury, relieving existing congestion issues on key parts of the current Aylesbury road network including the urban section of A41 Tring Road.
2 Aylesbury North-East Link Road The North East Link Road consists of a local distributor standard road between the A413 Buckingham Road and the A418 Aylesbury Road near Bierton. The route would improve road network performance and provide better traffic distribution in the north-east of Aylesbury, relieving existing congestion issues on key parts of the current Aylesbury road network including the Horse and Jockey junction.
3 Aylesbury Southern Link Road The Southern Link Road is a local distributor standard road between the A41 Tring Road and the A418 Oxford Road. The route would improve road network performance and provide better traffic distribution in the south of Aylesbury, relieving existing congestion issues on key parts of the current Aylesbury road network.
4 Stocklake Improvement The Stocklake improvement consists of a radial link between the north section of the Eastern Link Road and the town centre, including a new 'rural' section on a new alignment which would connect with a signalised junction at Oakfield Road, and improvements to the existing urban section of Stocklake. The scheme would be delivered as part of planned land use development at Land East of Aylesbury and would provide access and egress for traffic associated with the development. The new link would also provide relief to the existing A418 Bierton Road and provide a direct route into the town centre.
5a A418 Improvements This scheme comprises of route improvements of the A418 to enhance the strategic link between Aylesbury and Milton Keynes, whilst bringing relief to the villages of Bierton, Wing and Rowsham. Proposals include a new dual carriageway road between the Hulcott Crossroads just north of Bierton and the A418/A505 roundabout, with route realignments at both Rowsham and Wing.
5b Alternatives to the A418 Improvements This scheme comprises of route improvements of the A418 to enhance the strategic link between Aylesbury and Milton Keynes, whilst bringing relief to the villages of Bierton, Wing and Rowsham. Proposals include an 'Ambitious' package of measures as defined within the 'Alternatives to the A418 Improvements Report' (Steer Davies Gleave, 2007) as an alternative to the proposed road scheme. Measures include a combination of highway measures, walking and cycling, public transport and Smarter Choices.
9 Aylesbury Inner Ring Road

Improvements

The inner ring road improvements would consist of a package of measures based on "shared space" principles. The scheme is regeneration-led, and is intended to improve the attractiveness and connectivity of the town centre of Aylesbury. It would do this by reducing the barrier effect and segregation caused by the IRR
10 A41 Bicester Road PPTC - full scheme The A41 Bicester Road Primary Passenger Transport Corridor (PPTC) would include measures such as bus lanes, priority measures at junctions, provision of carriageway widening and use of traffic signals. This would improve public transport journey time reliability along this corridor to in turn improve service patronage and limit traffic growth. The PPTC works will also enhance walking and cycling links along Bicester Road into town, and tie these routes into the existing cycling network in Aylesbury.
11 A41 Tring Road PPTC The A41 Tring Road Primary Passenger Transport Corridor (PPTC) would include bus lanes and bus priority measures at junctions either through a re-design of the junction or using traffic signals. This is intended to improve public transport journey time reliability along this corridor to in turn improve service patronage and limit traffic growth.
12 South-East Link Road A new distributor road between the A41 Aston Clinton Road and A413 Wendover Road would provide additional highway capacity between these two key corridors into Aylesbury. The route would improve road network performance and provide better traffic distribution in the south and east of Aylesbury, relieving existing congestion issues on key parts of the current Aylesbury road network.
16 Aylesbury Park and Ride The Scheme would provide Park and Ride Services in Aylesbury. New facilities would be provided on a key redial routes (single or combination to be determined) on the edge of Aylesbury urban area and would intercept traffic travelling from outside of Aylesbury with destinations within the town centre. This option would reduce the level of traffic volume on key redial routes and within the town centre generally.
53 Stoke Mandeville A4010 Realingment This scheme would realign the A4010 Risborough Road in connection with the proposed HS2 route, taking the primary route off the A4010 via North Lee Road and

rejoining north of Stoke Mandeville. It would also include improvements to relieve the Terrick roundabout. The scheme would therefore reduce traffic through Stoke Mandeville and provide an improved connection to the A413 in the east.

55 A413 Buckingham Road

Improvements

This scheme seeks to improve the approach to the Horse and Jockey junction in order to reduce the level of queuing on the A413 Buckingham Road. Proposals include

revisiting an alternative scheme at the Buckingham Road / Oliffe Way roundabout, replacing the existing roundabout with a priority junction and extending the two lane approach through the junction. A right turn lane for vehicles turning into Oliffe Way would be provided. There is also the potential to reconsider the role of public transport and bus priority along this route in order to reduce the level of vehicular trips passing through this junction.

56 B443 Stoke Road Bridge Upgrade This scheme seeks to upgrade the Stoke Road railway bridge in Aylesbury Town, widening and strengthening the bridge to alleviate the current pinch-point. The challenge

to be addressed is the next stage of remedial work to the bridge, and it is set to be carried out by Transport for Buckinghamshire (TfB). To enable the central strip works to be carried out safely, a section of the Old Stoke Road and Stoke Road would need to be closed for the duration of the works.

Wycombe and Marlow

30 High Wycombe Western Quadrant Package LTP3 identifies the A40 route as a priority corridor for congestion management. The scheme will involve a package of measures that will aim to make the most efficient use of this key movement corridors through increasing capacity, reducing congestion and improving traffic flow. Measures will include junction improvements at Chapel Lane / West Wycombe Road [FUNDING SECURED] and at the A40 / The Pastures junctions. Consideration of junction improvements at the New Road / Cressex junction are also included (although modelling work has shown that signalisation of the junction).
31 High Wycombe Eastern Quadrant Package LTP3 identifies the A40 London Road route as a priority corridor for congestion management. The scheme will involve a package of measures that will aim to make the most efficient use of these key movement corridors through increasing capacity, reducing congestion and improving public transport journey time reliability, particularly between Micklefield Road and Chestnut Avenue. This scheme represents Phases 4 and 5 of the London Road improvements.
32 High Wycombe Northern Quadrant Package LTP3 identifies the A404 route as a priority corridor for congestion management and a Primary Public Transport Corridor (PPTC). The scheme will include a package of measures that aim to make the most efficient use of this key movement corridor through increasing capacity, reducing congestion and improving traffic flow. The focus of measures in the north of High Wycombe will be along the A404 between Totteridge Lane and Hamiliton Rd Junctions. UTMC / CCTV at signalised junctions; Improve Terriers Cross Roads Junction and Hazlemere Cross Roads; Parking management measures and better parking enforcement.
33 Hughenden Quarter Link Road ALREADY FUNDED THROUGH WYCOMBE DISTRICT COUNCIL CABINET DECISION (MARCH 2013) FROM GROWING PLACES FUND

This scheme proposes a new 'link road' running north-south through the former Compair site. This scheme provides the frontage for development plots and provides an additional benefit to the area, easing congestion at the southern end of Hughenden Road.

34 High Wycombe Southern Quadrant Package The Southern Quadrant Transport Strategy identifies a package of schemes that will improve transport provision and conditions in the south of the town. The scheme includes a package of measures that aim to make the most efficient use of this key movement corridor through increasing capacity, reducing congestion and improving sustainable transport provision. This is one of the main priorities in Wycombe for both the County and District Councils. The SQTS Funding and Delivery Matrix sets out the schemes, rational and costs.
35 Marlow Hill/A404 PPTC LTP3 proposes a Primary Public Transport Corridor (PPTC) along Desborough Avenue / A404 Marlow Hill to link with the proposals in the Southern Quadrant Transport Strategy, and in particular, the Coachway / Park and Ride scheme. This scheme aims to support modal shift from private car to public transport in order to intercept and transfer journeys onto the new services.
39 Wooburn Green A4094 Realignment This scheme proposes route improvements of the A4094 Wycombe Lane through Wooburn Green, to enhance the stategic link between the A4/M4 and M40 and allow on-line improvements for buses and cyclists. Proposals may comprise a route realignment, road widening and capacity improvements.
40 Marlow Infrastructure Package This scheme includes a package of measures to improve transport provision and conditions in Marlow as identified within the Wycombe Infrastructure Delivery Plan (May, 2012). Measures include: 1) Shared cycle footway – Wycombe Road, Marlow Bottom; 2) Shared cycle footway – A4155 Henley; 3) Road Signage and minor enhancements in Marlow town centre; 4) Community Bus Initiative; 5) Marlow UTMC System; 6) Electronic car park guidance system
41 Gas Works Link Road This scheme proposes a new link road connecting Queen Alexandra Road and Lily’s Walk, and includes the treatment of Desborough Road and Queen Alexandra Road in line with the Manual for Streets design approach. It is a key section of the proposed alternative east-west route through High Wycombe town centre, and forms part of the proposed changes to the highway network which will provide a choice of routes for vehicles travelling through the town centre in order to accommodate the proposed changes to the Abbey Way flyover.
42 Westbourne Street Link Road Treatment of Westbourne Street & West Wycombe Road, including construction of Westbourne Street Link (single lane 3m carriageway) & new signalised junction at Westbourne Street/ West Wycombe Road. Includes treatment of West Wycombe Road in line with the Manual for Streets design approach. This scheme forms part of the

proposed changes to the highway network which will provide a choice of routes for vehicles travelling through the town centre in order to accommodate the proposed changes to the Abbey Way flyover. [HIGH PRIORITY for Wycombe District Council]

43 High Wycombe Park and Ride This scheme proposes the implementation of park and ride facilities in High Wycombe. These are in part linked to the delivery of PPTCs in the town to ensure that a

quick, frequent public transport link is provided to the town centre. Park and Ride will intercept journeys associated with the town centre in order to reduce congestion and limit traffic growth.

44 Dovecot Gyratory This scheme is for the provision of a gyratory system in the vicinity of the Dovecot car park including a link road between Sainsbury’s and Archway. This option would

reduce the level of traffic volume on the elevated section of Archway and this route would be reduce to a single carriageway. Includes treatment of Bellfield Road, Oxford Road, Bridge Street, in line with the Manual for Streets design approach. This scheme forms part of the changes to the highway network which will provide a choice of routes for vehicles travelling through the town centre in order to accommodate the proposed changes to the Abbey Way flyover.

45 Reconfiguration of Abbey Way

Gyratory

This scheme is part of the wider High Wycombe Town Centre Masterplan proposals and includes the removal of the northern section of the Abbey Way gyratory and the

widening of the southern section to accommodate two lanes of traffic in both directions. The scheme would simplify and improve the junction, releasing the potential for urban realm improvements in the Swan Frontage area.

46 Eastern Town Centre Traffic

Management Changes

This scheme proposes traffic management changes to restore Easton Street and Queen Victoria Road to two way traffic flow, removing the gyratory system as part of the

wider Town Centre Masterplan. This would enable a less traffic dominated environment and improve access.

47 Swan Frontage Highway Works This scheme includes highway works and environmental improvements at Swan Frontage consisting of: 1) New link road from Marlow Hill to Lily's Walk;

2) Bus lane from Lily’s Walk travelling eastwards through to Queen Victoria Road; 3) Introduction of shared space junction at the intersection of the bus lane travelling eastwards and the new link road towards Paul’s Row; 4) New bus lay-by and stop near the Swan theatre.

48 Oxford Road Roundabout Highway Works This scheme includes the removal of the Oxford Road roundabout and western ramps of Abbey Way flyover. It aims to reduce the impact of traffic and associated infrastructure at this gateway in to the town centre, and creates the possibility of a new public space and an opportunity to regenerate the area.
50 M40/A404/M4 Motorway Box Part One: Improvements to Bisham roundabout, Westthorpe Interchange and J8/9 of the M4, as well as signing to promote use of the A404 as a direct link between the M40 and M4. Improvements to the motorway box will facilitate the reduction of HGV traffic along the A355.

Part Two: Linked to north-south inter-regional coach services supported by development of the regional coachway. Supports development of transport links between Milton Keynes and WC/BV sub-region.

52 M40 Junction 3A This scheme is to provide a new limited access motorway junction in between junction 4 (Handy Cross) and junction 3. An Eastbound offslip and Westbound onslip would provide a more direct access to the motorway network and relieve pressure on the southern quadrant of High Wycombe and Handy Cross.
59 A404/A4155 Westhorpe Interchange

Junction Improvement

This scheme proposes signalisation of the A404/A4155 Westhorpe Interchange Roundabout Junction to address congestion and road safety concerns. Signalising the Interchange would reduce congestion on the slip roads and vehicles queuing back on to the A404, reduce vehicle speeds on the A4155, increase safety and access for pedestrians and cyclists across the junction.
60 Plomer Hill Railway Bridge The signalised Plomer Hill junction with the A40 West Wycombe Road is over capacity, with queues often extending to Bradenham Road in the west and into Plomer's Hill to the north. There are two phases to the improvement: 1) signal improvements and pedestrian facilities, which are included under the Chapel Lane/A40 scheme funded by the DfT Local Pinch Point Fund programme, and 2) Widening the railway bridge - Plomer Hill is constrained by the railway bridge, this scheme involves the widening of the bridge to facilitate a dedicated left turn filter lane on to the A40 and ease queuing.
61 West Wycombe Village Bypass This scheme proposes a bypass to the north of West Wycombe Village. The route would relieve the historic High Street from existing congestion issues associated with the A40 and Pedestal Roundabout, and provide an alternative diversion route for the M40.
66 N-S connections Strategic route capacity and alignment improvements. This scheme would widen the narrow section of the A4010 Bradenham Road near Bradenham, alleviating the current pinch point and collison hotspot.
67 SLINK This scheme proposes a Southern Link road for High Wycombe, from the Abbey Barn area to the A404 south of Handy Cross as a new strategic route to help deal with traffic from the development areas. Previous testing, however, identified significant issues with SLINK in terms of drawing in additional traffic into the area and creating additional “rat running” to areas like Flackwell Heath and Loudwater (via Kingsmead Road).
69 Green Infrastructure Projects There are several projects identified in the Green Infrastructure Strategy that might qualify as schemes. These include Aylesbury Linear Park (est. cost £2.3m), Bernwood

Forest Major (est. cost £1.7m), the Grand Union Triangle Project (est. cost £9.2m) and Whaddon Chase (est. cost £700k). There are also 2 schemes in Wycombe including the Bourne End to Wycombe disused railway (assessed separately as scheme assessment number 38) and Little Marlow Gravel Pits.

71 John Hall Way / Crest Road Junction Already funded through condition on development of handy cross hub: the full signalisation of the John Hall Way / Crest Road Junction to manage travel through the area and to provide controlled access and egress to nearby retail developments, by: linking the operation of this junction with the signals at Handy Cross; providing a signalised pedestrian crossing on the western arm of the junction to support sustainable travel to developments at Cressex Island; securing additional funding for public transport services ensuring the accessibility of the Cressex area is maintained or improved.

Amersham area

17 A416 Congestion Management Corridor This scheme consists of traffic management initiatives to improve the flow of traffic along the A416 corridor through Chesham and Amersham. This would include junction improvements as well as new traffic management systems based on those considered as part of the Chiltern and Amersham Transport Study work.
18 Amersahm Town Centre One-Way System This scheme would deliver a one-way system on Sycamore Road and Hill Avenue with associated junction improvements, in order to alleviate congestion and queuing on the A416, heavy traffic on Sycamore Road, possible rat running and safety concerns at the Boot and Slipper roundabout.
19 A404 Amersham Improvements The A404 Amersham improvements would consist of key measures, as considered as part of the Chiltern and Amersham Transport Study work, to address congestion and road safety issues. Measures could include pedestrian crossing and safety measures, a bus layby on Stanley Hill near Amersham School and the signalisation of the A404/A4154 and Raans Road/Woodside Road junctions with pedestrian facilities.
27 A355 improvements with Gore Hill and Wilton Park. This scheme is a package of measures that improves the A355 through signage and restrictions on HGVs. The route would also be improved at two key points: at the Gore Hill junction (with the A413) through part-time signalisation and at Wilton Park by a diversion/new access to a strategic development site
54 A404 Upgrade Amersham Improve A404 from Amersham to Chorleywood. Roads include Stanley Hill, White Lion Road, Chenies Road and Amersham road. Interchanges include A413 Standley roundabout anb B4442 at Little Chalfont. The improvement would be selective junction improvements and widening to reduce journey times and congestion at peak times. The scheme objective would be to improve connections to the M25 at junction 18 (Hertfordshire)
75 A413 Upgrade Upgrade/duelling of the A413 between the Wendover bypass and the Great Missenden Bypass.

Beaconsfield / South Bucks

22 Iver Relief Road The purpose of the relief road is to provide a detour around Iver to stop Iver High Street being used by considerable no.s of HGVs and other unsuitable vehicles.
24 Iver Station Access This scheme would deliver enhanced public transport access to Iver Station as well as providing improved facilities for users in connection with Crossrail.
25 Taplow Station Access This scheme would deliver enhanced public transport access to Taplow Station as well as providing improved facilities for users in connection with Crossrail.
26 Complete Signalisation of M40 - Jct 1 The scheme proposes the full signalisation of the M40 Junction 1 on the Highway Agency Motorway and Trunk Road Network. The scheme would improve the performance of this key strategic junction which has already had sliproads signalised.
27 A355 improvements with Gore Hill and Wilton Park. This scheme is a package of measures that improves the A355 through signage and restrictions on HGVs. The route would also be improved at two key points: at the Gore Hill junction (with the A413) through part-time signalisation and at Wilton Park by a diversion/new access to a strategic development site
28 A412 Improvements This scheme would deliver improvements to the A412 and adjoining roads in order to reduce congestion and improve journey time reliability, bringing relief to Iver.

Proposals may comprise junction modifications/signalisation of the Five-points roundabout and Denham Road/Seven Hills Road junction, reconstruction, widening and footway improvements on Seven Hills Road, resurfacing and footway/cycleway on Pinewood Road, improved bus servies and public transport infrastructure, improved cycle network, ITS, travel plans and a personal transport planning initative.

57 Beaconsfield Transport Strategy This scheme identifies over 40 localised transport improvements around Beaconsfield. The package includes traffic management, walking and cycling proposals which are prioritised as high (within 2-3 years), medium (within 5 years) or low (within 10 years).

Princes Risborough and area

29 Princes Risborough Infrastructure Package A package of transport improvement measures in Princes Risborough to manage the negative impacts of A4010 through-traffic and improve the accessibility, connectivity and urban realm in the town. The package includes measures to reduce severance on the A4010, investment in walking and cycling connections and access to rail, and improved parking provision and management.
65 A4 Route Strategy The strategy proposes a number of measures for the A4 Bath Road between Slough and Maidenhead in order to reduce vehicle speeds, severance and pollution, and improve amenity and public transport links. Recommended measures include junction improvements and enhancements, bus priority schemes, cycle facilities, carriageway surface improvements and speed limit alterations.
72 Extension of Princes Risborough

Railway Foot Bridge to West

Extension of the footbridge at Princes Risborough railway station to land west of the railway line. Improvements to walking and cycling access to the Princes Estate across

the railway line will help improve links between new residential development (PS13 Picts Lane), the railway station and a major employment area in the town.

Buckingham/North Bucks

7a A421 Improvements (Dualling) Dualling of the A421 between the eastern end of Tingewick Bypass to the Bottledump roundabout, including the sections of road through the urban area of Buckingham. This would involve dualling improvement of approximately 16km (9 miles) of an existing single carriageway primary route. The route forms part of the regional spoke linking the important regional hubs of Oxford and Milton Keynes. This scheme is primarily intended to reduce congestion and hence improve journey time reliability along the A421.
7b A421 Improvements (junction alterations etc.) This option is a package of measures to address congestion on the A421 between the eastern end of Tingewick Bypass to the Bottledump roundabout, including upgrades to junctions and localised carriageway improvements. This scheme would reduce congestion and improve journey time reliability along the A421. Improvement of 16km (9 miles) of roadway along this existing single carriageway primary route is the priority. The route forms part of the regional spoke linking the important regional hubs of Oxford and Milton Keynes.
13 Winslow Relief Road This scheme would deliver a relief road around the edge of Winslow in order to relieve the existing A413 through the centre of the town.
14 Buckingham Infrastructure Package The Buckingham Transport Strategy will define a preferred package to deal with the transport issues within the town. This scheme is a package of small measures including public transport provision, small junction and carriageway improvements, and walking and cycling measures to encourage modal shift and reduce traffic growth.

Other measures concerning links to Silverstone in the North and links to Winslow station in the South would also form an important part of the package.

15 Waddesdon Bypass The Waddesdon Bypass would realingb the primary A41 route to the north of the town in order to alleviate traffic congestion by reducing traffic volumes on the existing A41.
62 Improved access to Luton Airport This scheme would introduce a series of transportations improvments to improve connectivity to Luton Airport.
70 Silverstone Silverstone Access - Public transport and road link improvements following on from East West Rail and the opening of Winslow station (2017)
