Stanwell Moor Roundabout is the south west entrance to Heathrow Airport.
It is the only junction in Greater London that is under National Highways's authority, but doesn't have a motorway. All four arms are under different authorities - as well as National Highways being in charge of the A3113 to the west, the A3044 to the north is maintained by Hillingdon Council, the A3044 to the south is maintained by Surrey Council and the Southern Perimeter Road is maintained by Heathrow.
If Heathrow's plans for a third runway happens, this junction (upgraded) will form the main access to the airport (with Terminal 2 accessed via a new tunnel heading south).
