20mph Zone vs standalone 20mph signage

Is there any legal difference between the two? It generally seems as though nearly all of the older 20mph areas that existed in the 1990s and 2000s have (or originally had) rectangular "20mph zone" signage, however most of the introductory 20 signs installed in recent years are simply a standalone 20 in a circle, the same as what you typically see with 30/40/50 signage.

The "zones" didn't need reminder speed limit signs, but did need calming measures so that the limits were self-enforcing. If it's 20 signs, you don't need the humps, tables and chicanes.

(This might be an appropriate time for a reminder that Wales is reducing the NSL in built up areas from 30mph to 20mph in September.)

There's less of a difference between the two since 2016, when 20 zones had signage and road markings added to the list of required elements alongside traffic calming. The traffic signs manual should go into more depth.
