Diversions via a private car park

There are some roadworks going on which mean that part of a normally one-way road has been blocked. Unsurprisingly, the remaining parts of the road are temporarily two-way. However traffic is not allowed to exit onto the main road, as that part is still one-way. Instead there is a signed diversion into the Tesco car park, the exit of which is on a different main road. Given the restrictions on what's considered suitable for use as diversion route, I'm surprised this is allowed. Presumably Tesco have agreed to it, but it seems odd to divert the public road through a private car park.

Tesco would surely want assurances before allowing it to be used. Increased traffic loading on a particular road with the current ground conditions is probably going to cost them in maintenance and they'd be mad not to want resurfacing covered.

Where is this happening?

King Street, Inverness. It's one way past the Tesco store. It changes to two-way at the car park entrance, as the road is blocked at Duncraig St (and the full length of Duncraig St is closed too). The section beyond the closure is also temporarily two-way as far as Grieg St as there's no other way in or out.
There are temporary "no entry" signs preventing traffic from going the wrong way back to Tomnahurich St (B861) and a yellow "Diversion" sign pointing into the Tesco car park. The exit from Tesco comes out via Fairfield Lane onto Kenneth St (A82).
It's a fairly short stretch of road, so won't generate huge amounts of traffic, but there's a few businesses along there (including the Premier Inn car park) so not trivial.

The majority of traffic will be accessing Tesco, anyway; the traffic accessing the remaining open part of King Street will be fairly minimal. I'm sure Scottish Water would have consulted with Tesco regarding the arrangement, whose main priority was probably maintaining access to their store.

The other day I saw an artic lorry reversing into King Street - not an easy manoeuvre - presumably to deliver to the Tarry Ile pub or the back of one of the businesses that fronts on to Huntly Street. It wouldn't have been practicable for the lorry to exit through the Tesco car park.
