They are claiming that they are having problems with obtaining suitable material to construct the backfill behind the bridge abutments. This seems a strange excuse as under SHW600, there are actually a wide variety of materials that can be used, and even if they need Type1 or 6F2, its not particularly hard to get hold of.

I guess it is possible that the design requires reinforced earth, and there is a supply issue with the reqired grade of geogrid, however IMO the whole explanation seems like a fishy 'excuse' for a project management failure.

If only there were a major infrastructure project near by that could provide a ready supply of excavated material that could be used...
