That's actually the design of light - the "Mr Floppy" of the sign lighting world. Odd that the red roundel has faded but the bar is almost pristine!

Different material for the bar, perhaps? I saw the light on the 2012 Streetview and assumed it'd fallen off or was knocked off. These could well have been mentioned previously but it does no harm to show what's still standing.
The 2 rightward-pointing signs looked much darker when I saw them than they appear in this image. Apologies for the GSV-link - of which I am not a fan - but it would be awkward to take a photograph here, obviously: A6070

I've put this one on the Tring bypass as a mank rather than a botch as it looks like a bit has fallen off revealing what's underneath. But it looks decidedly odd
