Yes, that's what the access road is for, but it doesn't explain why the NMU route is physically separated from the access road.
With what looks like double fences (or at least doubled-up rows of fence posts) between the two tracks and then at the outer perimeter - five lines of wooden fence poles, to segregate two tracks from the A55 and the surrounding farmland. It's a good time to be a fencing supplier in North Wales!

It's a field access for what seems to be a dairy farm, so fencing it off makes sense for both the farmer and the users of the path. Why a field acces route needs to be tarmacked and have a kerb is a different matter
