GSV from 2023 seems to show the missing link at an advanced stage of construction.

Google Earth imagery from 14th August 2023 has it tarmacced but finishing in the same field :D

That one seems a bit bizarre - apart from the massive viaduct, there's about a mile of motorway beyond the junction, fully surfaced and marked, and there's even lighting, and a gantry sign for the junction for traffic approaching from the unbuilt motorway. I can't see all that being done if there wasn't a definite intention to continue - the road could have easily stopped at the end of the slip roads. Yet it seems to have been like that for at least 10 years (the viaduct exists on 2014 streetview but not 2008) and there's no sign of any work beyond the end of the road.

Given the irregular shape of the retaining wall immediately north of the collapse, it would appear that it failed during construction and a repair was made, but another section failed later on.
Driving thrombosis caused this accident......a clot behind the wheel.
