Not quite, that is the 2020 style of such signage. The one in the picture is 2002 style, when the orbital route first "opened", but they were heavily criticised for not being particularly useful (only route and junction numbers were shown, as well as An Lár, with no English translation, on account of saving space) and no DoT approval. The inner orbital route's signage was coloured orange in the first design, before being changed to a light blue in the 2003 design.
Ah yes sorry I do remember the rollout being discussed on the Gerry Ryan phone in around 2002ish, much complaining. I'd assumed it was just people who didn't like the old, but they do seem simultaneously complex and not conveying enough information.

I've since come across some images from relevant Irish Independent articles from 2002 & 03 via Irish Newspaper Archives (subscription required). Unfortunately, they're all black and white, and not very clear...

Some inconsistencies sadly, the use of stripes on the beacon replacement sign and the diamond still using studs is a shame - the French resolved this in 1998.

Unfortunately yes, I noticed that too. Also note the off-centre stripes, and the fluorescent background just seems too large to me.

Are Irish Zebra poles striped (Figures 2, 5 ,8 and 9), or not (Figures 9.20 and 9.20A) in the Note - and why is the order the Figures are shown in the Note out of numerical sequence?

The poles are supposed to be striped, yes, so the figures are wrong. And yes, for the photos it should be Figure 7 instead of Figure 2.
