I found an "ONLY" sign with White Text and Black Background under the "bus and cycle only" at the traffic light when I was travelling around in Leicester and I have never seen them before,
is it quite an old rare sign nowadays?

It's better than the nonsensical way it's often done, with a sole roundel that reads "except buses".

The 'only' plate is likely to be due to the fact the blue roundels used to have to be accompanied by an only plate, but even then the colours are inverted. Neither have ever been prescribed for inclusion in a traffic signal, though, either way.
Like MotorwayGuy says, the blue roundel is the best of the bunch and actually makes sense, but it has generally been deployed solo where it has been used, so without an 'only' plate.

The 'only' road sign plate itself has been redundant since 2016 anyway
