Unfortunately teh "1" and "2" are not followed up. If you continue along the road the junction signs only give city destinations and not road numbers. Also there is no indication that follwoing the signs to Breda and Rotterdam will incur a toll while follwoing the signs to Brussels and going on the Breda and Rotterdam from there will not incur a toll. The junction sign does have a "2" above it, but that is Juntion 2.

I haven't driven that way for a few years but my recollection is that it never used to matter which way you went, you still ended up in a jam!

The 2 is in fact the ring direction sign. The 1 is missing from that example helpfully, but not this one:

Maybe the Antwerp City Fathers were trying to even out the trafficjams rather than have a big jam on one side and none of the other. The other scenario is that they are trying to get more people to pay the toll for the tunnel.
