Road surfaces

Does anyone know how much money is being invested into developing new road surfaces and although concrete surfaces have been outlawed, does the new 'whisper concrete' count as a concrete surface or one of the quieter materials being promoted?

I know the answer is boring butfor trunk roads (and I'm not sure that any other bodies are constructing highways major enough to use a concrete paving train) HD36/99 outlaws all surfacing other than thin surfacings and porous asphalt for new high speed roads. Whisper concrete is therefore seen as no better than a traditional concrete pavement.
All new road surfacing seemstherefore to be in the hands of thebituminous surfacing industry and at the mercy of the oil price/George W Bush.
