The southbound Stafford services opened in 1999 on a site roughly one mile to the south of the northbound services. This is due to two competing companies requesting (and being granted) planning permission at the same time; and this site was the chosen of the two, which also explains why the two services have different operators despite sharing a name.
It is named in the 1990s trend after a place that is vaguely nearby - Stafford is approximately 6 miles to the south of the services; whilst the (admittedly smaller) town of Stone is much nearer.
