Blackburn with Darwen Council

Blackburn with Darwen Borough Council is the Highway Authority for all roads in the Borough of Blackburn with Darwen, with the exception of Trunk roads managed by National Highways. The borough council was formed in April 1998, taking over the former Borough of Blackburn and replacing the functions previously undertaken by Lancashire County Council.

The borough lies in the historic county of Lancashire.

Highways Management

Highway design and works are carried out by Capita on behalf of the council under a partnership which started in 2001. This partnership was reviewed in 2016 with a view to remaining in place until at least 2019.
