Cumberland Council is the Highway Authority for all roads in the local authority area from its creation on 1 April 2023, with the exception of trunk roads, which are managed by National Highways.

The area administered by the council is entirely within the county of Cumberland, but confusingly is not co-terminus with the county, with Penrith and the surrounding area being managed by Westmorland and Furness Council.
