Harrogate is a Spa town in the West Riding of Yorkshire whose roads are maintained by North Yorkshire Council.
Historically, Harrogate was two hamlets, High and Low Harrogate, which is partly why the A59 route bypasses the modern town centre - it was the route from the much larger settlements of Knaresborough and Skipton.
