Transport for Greater Manchester is an overall co-ordinating body for the Key Route Network inside the areas of Bolton, Bury, Manchester, Oldham, Rochdale, Salford, Stockport, Tameside, Trafford and Wigan Councils.
In addition to their role as a co-ordinating body, they also manage the Traffic Signals across the various council areas. They do not, however, manage the road network per se, and so are not a Highway Authority.
Key Route Network
As part of the 2014 Growth Deal, the Combined Authority was to identify a Key Route Network (KRN) of local authority roads for unified management. 616km of the most economically important roads were chosen and TfGM took over co-ordination for them in April 2015.
The criteria used to select the route were:
- The primary route network
- significant roads to strategic employment sites and adjacent areas outside Greater Manchester
- Major bus corridors
- Links from the KRN to the SRN (trunk roads) and Ship Canal crossings.
