Motorway link from Preston and M6 to Blackburn and Burnley, ending at Colne. The western terminus is unusual in that it is numbered 1a, meaning that 1a is not, between junctions 1 and 2. Junction 2, which interchanges with the M61 also features the Walton Summit Motorway, a single-carriageway link road from the town of Walton Summit to the junction 2 roundabout. This spur motorway is unusual in that it does not connect directly to either motorway, and historically its signage has reflected this feature.
The M65 number was previously allocated to the M621 Leeds South West Urban Motorway.
